It is to be noted that the figures in the Table represent percentages, and NOT absolute values (count).

Hence, comparison of figures may not be correct regarding the numbers of dance studios at two locations.
 say, Total Studios (in Albany) = 200 (to cater for all types of Dance studios)

Total Studios (in Binghamton) can be 100 or can be 400 (if act, any other figure also)

2. New York City has recently experienced a surge of interest in swing dancing.

We are asked to assume each statement  'is true'  and then decide if that would help explain some of the info in the table.

1. I think yes, it  'would help explain'  as it says total dance studios are more in Albany. We can tell that the percent vales are also (as numbers) more than Binghamton

2.  'Would not help explain'  - since nothing is mentioned about swing dancing.

3.  'Would help explain'  - tells me there are '9' ballet studios in Rochester which do not teach jazz and modern.

Would not help  to explain as we have given the percentage, we cannot determine the absoulte number of dance studios in Albany and Binghamton on the basis of this.

Would not help  although we have seen increase in ballet and jazz&modern having more than 50% offering, but in case of Latin/salsa and ballroom the percentage is less than 50% which shows less interest. So no conclusion can be drawn on the basis of this.

New York City has recently experienced a surge of interest in swing dancing. - The tabel does not talk about swing dancing. Irrelevant.  Would not help.

In Rochester, jazz and modern dance are only taught at ballet studios, but not all ballet studios teach them. - This statement actually creates confusion. If jazz and modern dance are only taught at ballet studios, the why are there seperate jazz/modern dance studios?  Would not help.

Official Explanation

The total number of dance studios in a city doesn’t affect what percentage of them offer which styles.

It’s not apparent what effect the popularity of swing dancing in New York City would have on the relative popularities of other styles.

If all studios in Rochester that teach jazz and modern teach ballet, but not all the studios that teach ballet teach jazz and modern, that explains why fewer studios in Rochester teach jazz and modern than teach ballet.
