Points to remember:
1. exactly two activities per day that are physically active
2. no more than two activities per day at the beach
3. no more than two events per day costing more than $5.00 per person
4. Total budget per day on the activities cannot exceed $300

Swimming at the pool—Free
This cannot be taken on Day two as they have already did two activities that are physically active.( ride bikes and Surfing).

Make homemade ice cream—Free
This can be done on either days
a) It does not include any cost
b) It does not require them to be physically active
c) It does not require a beach

Sunbathing at the beach—Free
This cannot be taken on Day two as they have already took two activities at the beach. ( Surfing and Parasailing)

Hot air balloon ride—$80 per person
This can be done on neither days.

This cannot be taken on Day One as they have already spend greater than $5 per person on two activities ( Historic Garden Tour $8 for adult and $6 for childern, Lost Colony Theater $24 per person)
This cannot be taken on Day Two as they have already spend greater than $5 per person on two activities ( Parasailing $49 per person and Mini-golf $10 per person)
Also, This activity if taken will also increase the required budget of $300 by $20. Hence cannot be taken.

Tennis game—Free
This cannot be taken on Day two as they have already did two physical activities( ride bikes and Surfing).

Water skiing—$4 per person
This cannot be taken on Day two as they have already took two activities at the beach ( Surfing and Parasailing)

The Rogers family is planning a vacation on a very tight budget. They cannot spend more than $300 per day on activities. They elect to go to the Kitty Hawk area of North Carolina and rent a beach house, which comes complete with bikes, surf gear, and beach toys. They also have a neighborhood pool and sand volleyball court in the area with free access. They want to include exactly two activities per day that are physically active and no more than two activities per day at the beach. They also want to include no more than two events per day costing more than $5.00 per person. There are four family members: two adults and two children.

As per the parameters given,

Physical Activities -- Exactly 2
Beach activities -- At max 2
Events costing (>$5/pers) -- At max 2
Maximum expenditure per day -- $300

The tentative Schedule caters for :-

Day ONE -- Physical (Volleyball, Garden Tour); Beach (Picnic); Events costing (> $5/pers) (Garden Tour, Lost Colony Theater)
Day TWO -- Physical (Parasailing, Surfing); Beach (Parasailing, Surfing); Events costing (> $5/pers) (Parasailing, Mini-Golf)

Either day = Sunbathing at the beach
Neither day = hot air balloon ride

Either day:
Since sunbathing is the only non-physical activity, we can slot it in on either day.

Neither day:
Since daily budget is 300 and hot air balloon would cost 320$ (80*4 people), we should NOT have it for either day.

Either day
From the tentative schedule, we can note that we can include only a normal activity at the beach (as per the constraints given)
So, only "sunbathing at the beach" can be included.

Neither day
From the tentative schedule, we note that they have already included two events costing more than $5 per person.
Hence, "Hot air balloon ride costing $80 per person" cannot be included.

Official Explanation

The correct answers are making ice cream on either day and the hot air balloon ride on neither day.

Homemade ice cream could be made on either day, because it is free and does not involve physical activity or the beach. The hot air balloon ride could not be scheduled for either day, because it would exceed the daily budget, and both days already have two activities costing more than $5 per person.

Swimming, sunbathing, tennis, and water skiing could be scheduled for Day One, but not Day Two. Day Two already has two physical activities and two activities at the beach.

Answer:
Either day: Make homemade ice cream—Free
Neither day: Hot air balloon ride—$80 per person

i took little over 4 minutes to solve this. di seems to be toughest now. not in terms of difficulty level but in terms of time management.
