The answer is A.
(1) Says:
(those claiming that they planned to vote for candidate Q)/(those claiming that they did not plan to vote for candidate Q) = 4/1
Which is Sufficient as we have a definite yes as answer
(2) gives number of people who voted, but there is no information about "claims"
Insufficient.

Let's write :
q = number of people planning to vote for Q
r = number of people planning to not vote for Q
tot = q+r = number total of people voting
(1) Of the people polled, those claiming that they planned to vote for candidate Q
outnumbered those who did not by 4 to 1.
q/r = 4/1, q=4r
tot = q+r=5r
so, q/tot = 4r/5r = 4/5=80%, which is more than the majority : Sufficient
(2) In the election, candidate Q received 20,000 votes and candidate P received
15,000 votes.
This statement does not clarifies if there are other candidates : not sufficient
