Which top schools in US or Europe consider an applicant with a previous MBA?

Having a previous MBA doesn’t automatically rule you out from applying to another top MBA programme. Schools can consider candidates with a prior MBA, but the key is having a strong and compelling reason for pursuing a second MBA.
You’ll need to clearly explain what has changed since your first MBA, why another MBA is necessary at this stage and what you’re hoping to gain from the new programme. If that story is strong and the overall profile supports it, schools like Stanford, Kellogg and INSEAD can be worth considering.
So I’d focus less on whether schools allow a second MBA and more on whether you can build a convincing “why another MBA, why now, why this school” narrative.
