From question stem we know ab+c is odd

It means we have two cases

ab = odd and c = even or ab = even and c = odd.

For statement 1)

We know ab+c = odd

Since ab+ac = even it must be that a is even

Sufficient.

Statement 2)

b + ac is odd
Could be that b is even and ac is odd or b is odd and ac is even

Not enough.
