Isn't there a problem of redundancy with option 'B'.
'allowed to drive' is coming on both the arms of the statement.
Please explain why you chose option 'B'.

I prefer to stay away from 1000 series. "due to the fact" - this pattern is never used by GMAT writers except in the bad choices. unless they mean - please use "redundancy"! Besides being un-gmatlike. The question is asserting the will / would difference.
without knowing the intent of the question - its not wise to solve it. The author of this question - certainly is welcoming redundancy and trying to address the will / would scenario. If he wants to make this sentence better and make us learn something out of it, he would do both not just the will / would scenario.
