Answer has to be option E. No where it is mentioned that travelling is done at constant speed.

Analyzing the question:
The important thing to note here is there is no mention of "constant speed". So the first 90% of the trip could have been at a speed of 200 mph and the remaining 10% at 20mph.

Statement 1 and 2 are nearly the same information, they don't talk about the speed in between the 4 hours so both are insufficient.
