Here, we have the construction "for the processing of X as well as (the processing of) Y". In that construction, X and Y must be parallel; therefore, the two elements "incoming immigrants" (X) and "outgoing deportees" (Y) must be in parallel form. Thus we eliminate (A) and (E) which use the non-parallel "incoming immigrants" and "the outgoing deportees". (C) and (D) are redundant; (C) uses "and" and "too", while "(D) uses "and" and "as well". Thus we eliminate (C) and (D). This leaves us with choice (B), which uses "as well as" properly and provides the necessary parallel structure.

My process, without knowing the idiom:

A. as well as the outgoing deportees - the non-underline portion does not have the article "The" so it refers to the group in general not specific
B. as well as outgoing deportees - looks fine and is parallel to incoming immigrants....outgoing deportees
C. and outgoing deportees too - "and...too - redundant get rid of
D. and outgoing deportees as well - "and... as well" - redundant get rid of
E. and also the outgoing deportees - "and also" - redundant get rid of
