A. as well as the outgoing deportees…we don't need "the" here….the addition of the changes the meaning also it breaks parallelism with incoming immigrants.
B. as well as outgoing deportees….this is the correct answer and flawless.
C. and outgoing deportees too…we don't use too and "and" together….they are redundant and have the same meaning.
D. and outgoing deportees as well...we don't use aswell and "and" together….they are redundant and have the same meaning.
E. and also the outgoing deportees….we don't use also and "and" together….they are redundant and have the same meaning.
