first we have choose between to be raised and to rise. no one is going to raise the sea level so passive mode doesn't make sense. So its clearly to rise. B and E are out.
sea level to raise is wrong . A is out.
to rise over and above its present height seems awkward and has redundant words
C clearly mentions that the sea level to rise about 60 feet above its present height ..
