Okay so "That" mostly acts as a connector. In this case, Educator Maria Montessori believed in something.
So the question here is what was it that she believed? So with the help of 'that' we are able to get the critical information of the sentence.
It is basically the subject of the clause.
In the other case, when you are using a word to refer to an action rather than a clause , then the use of 'that' would be incorrect.
Example : "The goalkeeper blocked two penalty kicks in the second half, that caused his team to win" is incorrect.
The correct sentence would be : The goalkeeper blocked two penalty kicks in the second half, causing his team to win the game

should can be used in subjuctive in british english and some grammar book agree with this use.
I have required that you should learn today
but in american english and on gmat land, a different or higher standard is required
I have required that you learn today
we dont need to know the reason for this use but it is possible that meaning of subjunctive/order is expressed by "required" and the "should" becomes redundant.
