Since the idiom is incorrect eliminate answer choice A and any other choice that makes the same mistake. This eliminates A.
Chunk and Compare:
B and C. C is ambiguous because it uses a participle phrase that doesn't establish who or what was doing the "allowing". Eliminate C.
B and D. B uses the correct conjunction "for". Eliminate D.
B and E. E uses the passive voice. Eliminate E.
