Lets breakdown the argument

Two groups have given their view points. Environmental groups are against proposed new oil mining technique, based on associated risks that such mining will lead to instances of contaminated groundwater and to sinkholes and other disasters in areas near the proposed mining. And mining companies are in favor, arguing that the countries already using this technique have not reported any groundwater contamination or environmental issues.

Conclusion new oil mining technique is safe.

Question asked to weaken the conclusion.

So we need to bring any new info that kind of make us belief less on the conclusion.

So the basis to reach the new oil mining technique is safe because they are no reporting of issues by countries using this technique, hence the new info has to show a downside of this technique or something that make Question the technique.
