IMO C.
Both A and C are correct, however C is putting up same thought in concise manner so I will go with C.

We need "that" here. So D, and E is out.

B is wrong because it is slightly changing the meaning of sentence by going too extreme.

I do think choice is from A or C.

But anyone may clarify grammatical explanation for going with C than A ?

I pick C. What is the OA?

In A, I belive ' no less than ' is unnessary. The key point is to emphazise what is necessary before solar cells can meet it's goals.

I think you'r right and choice is between A and C. A just uses more words to say the samething.

concede that is the correct usage.

A simply does not use more words. A uses no less than, which is wrong here.

No less than is needed when we want to compare X with Y.

Nothing is compared with Solar cells. A is wrong. C is correct.

We are talking about subjunctive mood here.

Words like demand, mandate, claim, essential, require, propose express hope/desire/proposal and require the usage of that.
