Every week, the programming office at an FM radio station reviewed unsolicited letters from listeners who were expressing comments on the station’s programs. Be careful not to read more into this question than is stated. Clearly, it is unwarranted to use the fact that some listeners wrote in expressing disfavor with the movie review segment to conclude that other unspoken listeners favored it. The answer is (B).

TYPE: FLAW IN REASONING
Pre-thinking: The tricky part here is to understand that the FAVORABLE comments are for the reporting and music sections. While, the UNFAVORABLE comments were all for the movie review sections. So we want to indicate WHY the author's reasoning is wrong when he ASSUMES that, because there were negative comments for the movie section, there are also people out there that enjoyed the movie section.
(A) He failed to recognize that people are more likely to write letters of criticism than of praise. ----- This actually supports the author's idea that there must be people out there that enjoyed the movie review section.
(B) He could not properly infer from the fact that some listeners did not like the movie review segment that some others did. ------- CORRECT. The author made an unwarranted inference. He assumed that because there were some people who disliked the movie review section THERE MUST BE other people who liked it. This is not necessarily true, since it is possible that no one liked it.
(C) He failed to take into consideration the discrepancy in numbers between favorable and unfavorable letters received. -------- The tricky part is that the favorable letters were not for the movie review section. So they don't really matter.
(D) He failed to take into account the relation existing between the movie review segment and the news. ------- The relation between those two programs is not important. If people like one of them they could or could not like the other one.
