Things to consider while solving this SC are as follows:
1. Farmed fish/smaller fish is Plural and must be followed by "are", not 'is'.
2. We use "Which" when the sentence doesn’t need the clause that the word in question is connecting
We used that if the sentence needs the clause!

Evaluating answer options
A) is often fed on smaller fish that themselves are caught at sea.
B) is often fed with smaller fish that themselves are caught at sea.
C) are often fed on smaller fish that themselves are caught at sea.
D) are often fed on smaller fish, which are themselves caught at sea.
E) are often fed on smaller fish that are themselves caught at sea. - Meaning change

Of the answer options, Option C corrects both these errors and is the correct answer

Since all choices treat smaller fish as plural subject, Farmed fish should also be treated as plural

A) is often fed on smaller fish that themselves are caught at sea.
B) is often fed with smaller fish that themselves are caught at sea.
C) are often fed on smaller fish that themselves are caught at sea.
D) are often fed on smaller fish, which are themselves caught at sea.
E) are often fed on smaller fish that are themselves caught at sea.
