The outer angles mark the central angle of arcs for inscribed angle x therefore central angle = 360 -100-140= 120
So inscribed angle is equal to half of central angle = 60 , so ans c

I really feel the angles 100 and 140 are not clear as to what they are pointing to. Can you edit the image, if possible or add more data to question?
