The info we can gather from the question stem is that x means a permit is required, while a blank space or [ ] means no permission required.
1. A permit is required for removal of sea urchins from tide pools everywhere a permit is required for removal of abalones from tide pools.
Solution: So, in whichever column abalones have a 'x', the sea urchins should also have a 'x'. Don't take it as opposite
Abalones have a 'x' in 1st and 3rd column(marine life refuge and national park), and so does sea urchin (It does not matter if sea urchins has 'x' in more columns than these two specified.)

2. Mussels may be removed from tide pools without a permit anywhere octopuses may be removed from tide pools without a permit.
Solution: So, in whichever column octopuses have a '[ ]', the Mussels should also have a '[ ]'. Don't take it as opposite again.
Octopuses have a '[ ]' in 3rd column(National parks), and so does Mussels (It does not matter if Mussels has '[ ]' in more columns than the required 3rd column.)
