Isn't the median between 13th and 14th value i.e., (8+9)/2 = 8.5 that is more than 8?

Yes, if there were 26 dots conveying values of education of parents of 26 students, then middle of 13 and 14 values would be the answer. However, we are given 25 dots, must be erroneously, but then if go by the data given, it has to be the 13 value as the missed value could be on either side of this value.

So answer should be 8 under the given circumstances.
