The GMAT estimates your ability (quant and verbal scores) and maps those scores onto internal score scales. The scores on these scales are combined to get the total score. These internal scores are then mapped onto a slightly less accurate scale (the one you see, 6-51).
On this less accurate scale, each score corresponds to a range of scores on the internal scale. So, two test takers with the same score (say Q49) could have different total scores, as one test taker could have a "high" Q49 and the other could have a "low" Q49.
