I have a query in a Question from GMAT prep : Practice Exam 5.
Question

(e) investigate nesting boxes erected by volunteers, whichI am not able to understand the usage of Past perfect in the correct sentence.
Substituting the correct option choice D in original sentence
A team of researchers reported that five endangered bird species had resumed nesting or
were investigating nesting boxes erected by volunteersferried out to the island last month.
Bird species had resumed nesting .... Past Perfect
or
Bird species were investigating nesting boxes ...Past Continuous
I understand that Past Perfect is used to show the sequencing of two actions completed in past.
First Event : Past Perfect; Second Event : Simple Past
No event is expressed using simple past in the sentence above.
Can Past Perfect, Past Continuous be used for sequencing of two events?
Kindly explain how the usage of Past Perfect is correct in the above sentence.
