Really need your help here-
Gave my GMAT on 1st Oct 2015, scored as follows- 690 (Q49/V35/IR3/AWA-Awaited)
Target schools- Broad, Smeal, ASU, SDA, Jindal, Emory, HEC
Well i thought this score was decent, but then just when I was about to start my applications, I realized that I am from India, and 700+ is like a must have for scholarships and GA's.
Here are the issues-
1) Low IR score- a ridiculous 3.
2) A shy short of 700 has put me in the danger zone for most of my schools. Even if i get the admits, it would be no scholarships/GA's. That's been the general feedback.
My profile-
- Work Ex- 6 years at the start of the program. (High growth- promoted 3 times in 3 years in a Big 4, which in itself is a rarity. Global experience, Every award you can imagine)
- Undergrad- CGPA 7/10, Indian percent equivalent- 75%
- Decent social work, and decent extracurricular.
- Basically- Profile and recommendations, essays etc I am not worried about- they are my strengths.
Can anyone advise? Should i retake- I think i stretched myself hard in this attempt- this was the first attempt- Would it make sense to fret over the next 30 points again?

First off, a 690/Q49 is a fantastic score (it's just shy of the 90th percentile overall), so you should apply to any Business Schools that interest you. A retest is probably not necessary.
You've made several assumptions about the application and Scholarship processes, so I have to ask WHO has given you this information? If it came from the Schools themselves or a reputable Admissions Consultant, then you wouldn't be asking a Forum full of strangers for advice. As such, you would likely find it beneficial to speak with an Admissions Expert about your overall profile and plans. There's a Forum full of them here:

It's not true that a 700+ is necessary for scholarships. Sure, a higher GMAT score would put you in a better position to get a scholarship, but it is not necessary. You have other things in your application that schools want. Whether they want those things badly enough to give you a meaningful scholarship or whether other applicants are also offering the same things is difficult to determine with just the information you've provided.
Have you tried reaching out to current students/alumni? What I normally do in such situations is put my students in touch with other students who are in or have been part of the same or similar schools/programs.
