I'm sorry to hear about the situation you're facing regarding your cancelled Score; that must be incredibly frustrating. From what you describe, there are a number of different subjects to discuss. First, if you were sneezing and coughing repeatedly during your Exam, then that's not necessarily why the Moderator logged a 'testing issue' - although how you responded to the sneezing/coughing could be it (for example, did you speak out-loud in exasperation or leave your chair to grab a tissue or water, etc.?). Were there any other instances during your Exam that might account for this situation (was someone else ever in the Testing room? Did you leave your desk at any time other than the 2 'breaks', etc.?)?
Second, since the 16-day 'delay' betwen Official Exams only applies to Exams taken in the same format, then since you took the At-home GMAT for this attempt, you could potentially take a Test Center version of the GMAT tomorrow if you wanted to (unless your 1st attempt was also at a Test Center and sometime in the last 16 days).
Third, a 690/Q48 is a really strong Score - but if for whatever reason, you do not think that it will be enough to get you into any of the Business Schools that you want to apply to, then there's no reason to 'rush in' your applications just to make the deadlines. Assuming that your REAL Goal is to get into your first-choice School, then you really need to be thinking in THOSE terms - so (again, assuming your 690 isn't good enough) trying to clarify this testing issue (and getting your 710 reinstated) would be the priority.
