Please explain why my selected choice was wrong? I thought that 'who' could be used only for people, but here they have used for a group -'tribes'. I had cornered to C and E.

Hey,
I can tell you one aspect of why E is worng.
The kwatt..... tribes, interacting...
When a gerund followed by a comma comes after a clause, then it modifies the entire clause. Or may be if we wanted to descrbe a cause effect realtion we can use this. Here the use of gerund is not valid. I guess this must be one of the reason

enacting not modifies to the noun preceding it. Rather, "enacting" modifies the ACTION preceding it
