I think (C) is a better option because it is clear. In option (E) , it is unclear who are interacting , "confederacy" or "neighbouring tribes". Option (C) is pretty clear that it is the "neighbouring tribes" who are interacting.

I don't know whether this is sufficient to pick (E) or not.

C is the answer.
The verb 'interacting' is in present progressive, but the main verb 'recognized' is in simple past, so C which has the auxillay verb 'interacted' in the same tense as that of main verb.

can you justify how B is wrong " i think the word among at the end of the sentence looks awkward" is this the reason why it is wrong or is there any i have missed it?

Yup...just by reading the option B, you can make out that the sentence is wordy and the word 'among' is redundant...
