This is from GMATPrep Practice Exam 6. I don't really understand why my second answer is wrong. Looks like in 200 United States number was above any other country.

Hi inter,

You need to look at the slope. (rate of growth = slope)
The United State has the highest slope from 1980-1995.
However,In 1995-2005, Ireland has the highest slope.
Therefore, it ensures that there is at least 1 country has higher rate of growth compare to US.
