Harry had a habit of giving a tip whose dollar amount is twice the tens digit of the amount of his restaurant bill whenever his bill dollar amount was a two digit number. The most recent bill of Harry showed a two digit number as a dollar amount. Did the tip given by Harry exceed 16.5% of his latest bill amount?
(1) The latest tip given by Harry was $10
(2) The latest bill amount of Harry was between $49 and $70

Can you help explain this one?
(1) The latest tip given by Harry was $10
Therefore, the amount is between 50-59 which means tip is greater than 16.5% so sufficient.
(2) The latest bill amount of Harry was between $49 and $70
Therefore, 8/49 = 16.3%, and 14/70 = 20% so NOT sufficient.
Shouldn't the answer here be A in that case?

Probably the author of the question meant that "between" doesn't include extremums of the range
