B - It's not clearly who 'She' is here
C- Correct - Active voice is preferable and more concise
D -sounds awkward
E- 'the moral victory was won' sounds awkward

C for me as well.

When a sentence begins with a modifier (Here Having...clause is trying to modify the employee), restructure the sentence by bringing the subject in front of the modifier.
eg

The employee, having for......... , believed that she had won a moral victory.

This exercise itself eliminates A, B and D. E is out as it is passive and the employee is the subj.ect and not moral victory.

So its a straight C.

You just need to remember the rule in bold

-Right combination of Past tense and past perfect tense,
-Right placement of the subject of the sentence

whenever a sentence is starting with verb+ing( modifier) modifies the subject of the clause after comma.
like here the subject of the clause of after comma is the employees, So having will modify the employees here.
