Option A as OA doesnt look very convincing.

In a business, just to retain a few employees it wouldn't be wise to hire 1000 more and spend endless on these 1000.

But where is it given that the headhunters hired for some other client say X, will raid personnel of client Y

" By not hiring, you will have these headhunters raiding the staff as their policy"

Where is it given in the stem that this is their policy?

"Headhunters" are firms that, for a fee, undertake to recruit for their clients personnel who are greatly needed yet hard to find. The clients, in turn, require that they be off-limits to headhunters whose services they buy; i.e., headhunters cannot raid one client's staff on behalf of other clients.

Of the following, which would, if feasible, be the best strategy for a company to pursue if that company wanted both to use headhunters to fill a vacancy and, if successful in filling the vacancy, to reduce the risk of losing the newly hired employee to a competitor?

(A) Find out which headhunters recruit workers of the sort being sought and employ all those headhunters.
When you hire all possible headhunters, you will get the staff required and since all headhunters are employed by that firm and headhunters do not raid staff of their clients for some other client, all the staff would generally be safe from being poached...CORRECT
manass, you have to take that hiring the 10,000+ headhunters is FEASIBLE. that is what the statement in the question says..which would, if feasible, be the best strategy

(B) Find out which headhunter has the highest success rate in recruiting for its clients and hire that firm.
But there could be other headhunters who could raid its staff.

(C) Find out how much the company's competitors currently pay staff of the sort being sought and offer to pay prospective employees higher salaries.
The headhunters may employ other techniques to poach the staff still. There may be other reasons, such as working conditions etc

(D) Find out whether any of the company's competitors are seeking to recruit workers of the sort being sought and, if so, make sure not to hire the same headhunters that they hire.
By not hiring, you will have these headhunters raiding the staff as their policy. Opposite of what we are looking for.
Arindamad, The company is losing in that way. They would want to ensure that all headhunters work for them

(E) Find out which of the company's competitors are on the client lists of the headhunters who are being considered for the job.
That does not help. It will only tell them that which headhunter will not raid which company's staff.
