My opinion is slightly different from that of BB's. even though I agree with a few points he made
1) You score is slightly below average
2) Students from India have to submit really competitive score
However, I feel that your background of undergrad aligns with the target program and you are from non-maths background so the lower GMAT score might not hurt your chances rather may enhance your chances as you are submitting scores even when they are waived. It shows your competitive spirit and efforts made. You should certainly take your publication work ahead and showcase your ability to excel and contribute at target program.
Although any score in the range of 635+ would be a better score (considering your medicine background) to compete with other international applicants, I am willing to suggest (despite my apprehension due to BBs suggestion going against mine) that you should submit a score.
