The government allocated trillions of dollars that were intended to aid small businesses, protect unemployed individuals, and prevent economic devastation but was instead, in some cases, spent on handouts for wealthy individuals and giant corporations.


A. dollars that were intended to aid small businesses, protect unemployed individuals, and prevent economic devastation -> the non-underlined portion uses WAS, so the underline portion can't use WERE for the same subject (trillions of dollars)

B. dollars that was intended to aid small businesses and unemployed individuals and prevent economic devastation -> corrects the error in A: right answer

C. dollars intended to aid small businesses and unemployed individuals and to prevent economic devastation -> changes meaning. protect unemployed individuals to aid unemployed individuals. no such change is necessary so we should keep the meaning for of A

D. dollars, which intended to aid small businesses, unemployed individuals, and prevent economic devastation -> non parallel list (due to second item missing verb)

E. dollars, intending to aid small businesses and unemployed individuals, preventing economic devastation, -> same meaning change as in C, also, 2 items in list not joined by AND

Is "trillions of dollar is singular or plural" .....if we don't have this second clause starting with but..... do we consider trillions of dollar singular or plural.?

If we lacked guidance from a later verb, "trillions of dollars" might be construed as either singular or plural. That's why the words following the underlined portion are so critical here. See the official explanation above for more on this point.

IMO A

B. dollars that was intended to aid small businesses and unemployed individuals and prevent economic devastation - incorrect

C. dollars intended to aid small businesses and unemployed individuals and to prevent economic devastation - incorrect

D. dollars, which intended to aid small businesses, unemployed individuals, and prevent economic devastation - incorrect
government allocated....dollars but was instead is illogical

E. dollars, intending to aid small businesses and unemployed individuals, preventing economic devastation, - incorrect
government allocated....dollars but was instead is illogical
