Currently it takes me 2-3 minutes per CR question (sometimes up to 4 for tough ones), which I feel like it pretty slow. How can I speed up?
My process is this: 1. Read passage and take brief notes (usually a couple words per sentence). I would guess this step takes me 60-75 seconds. 2. identify conclusion, if there is one 3. read question 4. begin working through answers
I frequently end up in time trouble on the verbal section. Does anyone have any advice for speeding up the CR? Based on my last few GMAT Prep exams, I've scoring in the high 30's/low 40's on the CR portion of the exam. Usually end up missing 2-3 per test.

"Practice makes perfect!" :-D Keep practicing. First time you could take note to understand the logic of CR question. For certain time that you are quite familiar to CR logic, you could answer those CR questions without taking note. Your time taking will be reduced day by day.
