Just reading your post now and totally agree (and in fact just posted the same point to PranavChamp). Would make sense to differentiate by tier of undergrad institution.

I think they are both taken into account. While the graduate school is more important as its more recent, they will also take into account your standing within your graduate class and what other work you have done (think papers published, research, etc.). With regards to undergrad GPA you will only be dinged with something crazy low but as long as you are 3.5 or above no one will care.

there are some low gpa stories but prob best get it in the middle. but it is really too late to do anything now
