Question is asking "Have" not "had"

"Surviving" is redundant and does not makes an iota of difference in the answer.

No of brother is 2
ANSWER IS C
This is not Critical reasoning. :-D

I think the question should be changed. Any native speaker if asked will say he has "2 brothers, but 1 is dead" meaning they will still include the dead siblings as sibilings
