How many buses are required to transport 175 students to the museum?
(1) No two buses have the same carrying capacity.
(2) The average capacity of a bus is 55 students.
It's not clear what the question is even asking. As I'd interpret it, the answer is E. We might need four buses, using both statements, if their capacities are 53, 54, 56 and 57, say. But we might only need one bus if their capacities are 1, 2, 3 and 214.
But the question might instead mean something more like "if you don't know about how bus capacity is distributed beyond the information in the statements, what is the minimum number of buses you would absolutely require if you wanted to be sure you could transport the 175 students?" Then from Statement 2, we could be sure with 4 buses we could transport the students, since the four largest-capacity buses will carry at least 220 students. So interpreting the question in that way, the answer is B.
Since the question setup is inherently problematic, i wouldn't be able to even guess what the source (where is it from?) thinks the "OA" is.
