If the tens digit is odd, then the units digit has to be 2 or 6.
Let ABC be those numbers.
B takes only one value 9.
C can take any of the two values, 2 or 6.
A can take any of 9 digits from 1 to 9.
Total 9*1*2 or 18.

The integers are from 101 to 999.
It's a 3digit number with tens digit=9.
Now those integers should be multiples of 4, which means number formed by last two digits must be divisible by 4.
The number is X9Z, hence 9Z should be divisible by 4, accordingly Z can take 2 and 6 only (2ways)
X- can take any value from 1 to 9 (9ways).
The required answer is 9*2= 18.
Hence D is the correct choice.
