Question: The existing amoutn of water in reservoir = ?
Statement 1: Water in reservoir = Capacity - 430 KL
Capacity of reservoir is unknown hence
NOT SUFFICIENT
Statement 2: The reservoir is normally 65 percent full.
We don't know 65% amounts to how many KL hence
NOT SUFFICIENT
Combining the statements
100% Capacity - 430 KL = 65% capacity
35% Capacity = 430 KL
i.e 65% Capacity = 798 KL
SUFFICIENT
Answer: Option C
Since I am not convinced with use of word 'Normally' in question so I find the language requires improvement in this question and in present condition this question maynot be a good fit for GMAT like practice

Find: kiloliters of water are in a reservoir
(1) If the reservoir were filled to capacity, there would be 430 more kiloliters in the reservoir.
Capacity= x+430
Not sufficient
(2) The reservoir is normally 65 percent full.
Clearly not sufficient
Both (1)&(2)
100% Capacity= x+430
65% of Capacity= x
35% of Capacity= 430 kl
So 65% kl water is in the reservoir= 798 kl
Sufficent
Answer: C
