Since there aren't too many to count we can list them down. 0 is included as a multiple as the definition of a multiple of a number is the number multiplied by any integer is it's multiple.
The multiples of 2 are -8, -6, -4, -2, 0, 2, 4, 6 and 8. Therefore there are 9 multiples of 2 between -10 to 10.

CONCEPT: 0 is a multiple of 2
from -10 to 10 (inclusive) we have 5 positive multiples of 2, 5 negative multiples of 2 and one number is 0
so we have a total 5+5+1 = 11 numbers
we want to avoid including -10 and +10 as the question says therefore
total multiples of 2 from -10 tp 10 (not inclusive) = 11-2 = 9
ANswer: Option C
