I got 17 questions wrong in Quant and 12 questions wrong in verbal. However, my quant scaled score is higher, i.e. 48 in quant and 38 in verbal. How is that possible?
Apart from the fact that you shouldn't pay (too much) attention to the number of questions answered correctly in an adaptive test, your performance in quant was actually lower than your performance in verbal.

Here it is important not to compare quant and verbal scaled scores directly. Each scaled score corresponds to a percentile, but that scale is different for quant and verbal. Your quant percentile is 71, whereas your verbal percentile is 85. In other words, you performed significantly better on your verbal than on your quant.

I would also appreciate if someone could help me in planning out my preparation. I'm weak in Critical Reasoning in Verbal and Data Sufficiency in Quant. I have to give my GMAT on 4th August.

As suggested, counting number of rights and wrongs alone will not help you make sense of the score. So its best to let it be. Instead, focus on how to improve your understanding of the specific topics.

Go through the entire book and I think most of your issues will be resolved.
