Why I need to subtract from 100

Because the Main wallet is initially at m% and must reach 100%, the amount it needs is (100 - m)%. That amount must come from the Backup wallet. So the transfer = 100 - m.

Umm, I mean what if the maximum capacity is 60% of both, I mean not all wallets have full capacity of what they have, we cannot definitely assume it here. If we assume 60 as same capacity, the answer can be 30 and 60 respectively, if we bring 60 down to 30 and add 30 in the 30% capacity hence, we just transfer and it becomes half. Maybe change the question implying capacity percent as indicated, i doubt the main exam would have such traps.

Not sure what you are doing there. Maximum capacity means 100%. If the maximum capacity is 60 tokens (so 100% = 60 tokens), then m = 30 percent means 18 tokens and b = 60 percent means 36 tokens. If half of the Backup wallet’s contents is transferred, that is 18, so the Main wallet would end up at 36, not at its maximum of 60.
