(1) d<1.99; or 1<d<1.99; d can be 1.01 and 1.91; NOT SUFF
(2) d>1.95; or 2>d>1.95; SUFF

Stolyar mistakenly assumed in second statement that there could be only two digits after the decimal point. There could be 3 or 4 digits after the decimal point so the thenth digit could be any other digit.

wonder_gmat,

Thanks for not providing the answer straight away. That gives an opportunity to work on the problem.

Please let me know if E is correct.

am1974,
I see your point but no matter how many decimal places there are, from Statement (2) we know that d has to be greater than 1.95. So no matter how many decimal places follow, 9 has to be in tenth's place.

I guess I did not know what is tength digit for a number with decimal point. I thought it to be the second digit from the end of the number as is the case with any integer number. Now I realize that the tength digit in a number with decimal point is the digit immedialty after the decimal point. With that understanding it would make sense that the answer would be B.
Thanks for publishing the official answer.
