Clearly E..

You can draw various lines satisfying the two coditions and each will have different slope

Ok so i guess i made a mistake.

If the question were - is the slop positive or negative..then C would be the answer

Yes, you are correct..
here we have to find a value for the slope, so insufficient..

But had the question been- Is the slope positive? or Is the slope negative?
two statements combined tell us that the slope is negative as y decreases/increases corresponding to increase/decrease in x that is opposite effect on both
so ans will be C

We are asked about a particular value of slope. But we donot have any parameters to find out. Hence E
