Imo B  lets assume vales P=4, D=8 and c= 200 then answer will be 1
and only option B will provide us that answer.

Step 1:  Convert d dollars to cents: d*100/d = 100d. 
 Step 2:  Find the price per pencil using the converted amount = p / 100d. 
 Step 3:  Now we have the price per pencil expressed in cents. 
 Step 4:  How many pencils can be bought for c cents? p/100 d * c. 
Answer choice B.

1 Dollar = 100 cents 
d Dollar = 100d cents
Therefore with 100d cents we can buy p cencils . (100d cents = p (pencils))
Now 1 cents = p/100d
and for c cents equation becomes = (p/100d) * c or pc/100d , which is option B

amount in dollars / cost per pencil in dollars = c/100/d/p = cp/100d
