But as far as the answer is concerned, it will be B.
Statement I
Now b<0, so sum of roots here =-b.
Thus r1+r2=-b, and r1+r2>0, as -b>0.
So both the roots can be positive or one can be positive and other negative.
Insufficient
Statement II
c<0
The product of roots here is c.
So, r1*r2=c<0. Thus both cannot be positive as both will have opposite sign.
