So x +3 = 10k ( k is an integer)
So x= 10k-3 i.e. 7,17,27...
Now divide any of the above number by 5
The remainder wl always be 2

Another way to solve such questions is to take the minimum value of x such that the expression (x+3)/10 is a positive integer.
I can take x = 17, meaning (x+3)/10 = 2.
Hence, when 17 is divided by 5 remainder is 2. Hence C.
