In the answer choice it is stated that statement 1) is SUFFICIENT as \(\sqrt{x^2+x^2}\) = \(\sqrt{2x^2}\) = \(\sqrt{2}\)x
As \(\sqrt{2}\) is not an integer, \(\sqrt{x^2+y^2}\) is not an integer.
However, what if x is zero? It seems to me that statement 1) is INSUFFICIENT.

Yes, you're completely correct - Statement 1 is not sufficient here, since x can be zero. Not only that, but the two statements can't possibly both be true, so this question violates a basic principle of DS question design: the two statements always need to be logically consistent.
I'd suggest you study from more reliable sources, since these questions are liable to be more confusing than helpful.
