Given x+y = 2p and x-y = 2q.
adding both the equations

2x = 2p+2q or x = p+q

From statement 1:

y = 8.
Insufficient.

From statement 2:

x = 3. or p+q = 3.
Sufficient.

B is the answer.

If x + y = 2p and x − y = 2q, what is the value of (p + q)?

(1) y = 8
(2) x = 3

Adding the two equations given in the question we get
2x = 2p + 2q
x = p + q

So to get (p+q), we only need to know the value of x.

Hence, B.
