But, could someone please comment on the usage of semicolon in the sentence inspite of the 2nd clause being a dependent clause.

Here's that second clause again:

Notice that this can stand on its own grammatically, since it has a subject and a verb, and doesn't throw in a word like "although," which would make it dependent. (A "subordinator" for the jargon-lovers.)
It's true that you'd need the first clause to understand the
meaning, in the sense that we don't know what the "million others" refers to without context, but independent clauses refer to other clauses all the time. If I write, "Tim is a jerk; he often yells at squirrels," it's true that I don't know who "he" is without the first clause, but it's also true that the second clause is
grammatically independent. Same deal in (D).
