In 1980,

100 % = $0.7
thus, 44.4 % = (0.7 / 100)* 44.4 ( < 0.5)

Hence only B and C prevail.

Since C is closer to 0.5 than B (0.333) hence C it is.

44.4 percent is about 44/100, which is about 44/99 or 4/9.

This is a just a big question with easy answer. GMAT is simply testing our mental inertia. If you know the basic fractions byheart, this answer can be solved in a jiffy. Remember that 1/9 is 11.11%, thus 4/9 is 44.44%, thus closest option is 4/9.
