2012 / 2009 = 3x
2012 = 1.44 * 2010 ---> 1.44(2010) / 2009 = 3x --> 2010 / 2009 = 3/1.44 - 1 ~= 1.08 = 108%

Let population in 2010 be 100
Population in 2011 = 120 (1.2*100)
Population in 2012 = 144 (1.2*120)
Population in 2009 = 144/3 = 48
48*2 = 96. This means that the population increased by a little over 100% therefore the answer must be 108%.
To double check, 10% of 48 is 4.8. Add 4.8 to 96 and this would be greater than 100. This means that the % increase must be less than (100 + 10)%. So, again, the only option left is 108%.
