1. The italics are arms of a parallel statement; however, it seems that the two arms are conveying that statistical performance must be implemented with reduction

, this modifier must be parallel with other demands. This modifier is a V-ing participle modfier while rest of the demands are written in pure noun phrases. Hence not parallel. OUT
D. There are a few clues in the question.
The first clue is the use of the word "ban" itself- To ban means to prohibit or to put a stop to something legally. To ban salary cap is illogical. The Removal of the salary cap is appropriate.
Eliminate A, B.
In addition to the removal of the salary cap, their demands include-

No. Their demand is that these should be implemented. The command subjunctive is to be used in the sentence.
All the demands should maintain a parallel structure. Eliminate Options B and C.

the adverb "quickly" and not the adjective "quicker" should be used to modify the verb "served",
