In country X, the production of fish and fish oil over the last decade have been barely sufficient to meet the domestic demand. However, due to a recent rise in health consciousness among the people of this country, fish oil consumption has been on the rise. A considerable amount of fish is required to produce fish oil. Therefore, since production of fish is not increasing anytime soon, the country needs to import either fish oil or fish or both.

Well, it's better to look at this from demand and supply point of view.
Supply : bare sufficient ,limited resources
Demand: on the rise, increasing
Requirement: to fulfill the demand, supply needs to be increased. But domestic production is insufficient hence needs to be imported. (Strengthen this argument)

Correct. It clearly expresses that even after having another healthy option, people prefer fish oil. Hence high demand require supply. Fish/fish oil needs to be imported.

Incorrect. If the new production facilities fulfills the demand, then no need to import fish n products. This option is weakens the argument.
